As of 2022, the installation of IMD systems for domestic hot water has been required in newly constructed multi-unit residential buildings. For existing multi-unit residential buildings, the requirement applies to renovations that include the new installation of domestic hot water systems or a substantial alteration to the existing domestic hot water installation. For environmental and cost reasons, it is becoming increasingly common to implement IMD systems in existing multi-unit residential buildings as well. Read more about IMD here! The processes involved in negotiating the introduction of IMD water metering have been time-consuming due to the lack of a common basis. Based on the new regulations, the three parties (the Swedish Property Federation, the Swedish Tenants' Association and Sveriges Allmännytta) believe and hope that the joint recommendation will make local negotiations more efficient.
The Swedish Property Federation, the Swedish Tenants' Association and Sveriges Allmännytta have developed overarching recommendations to facilitate the introduction of IMD water metering.
Recommendations include:
- How to ensure a properly functioning domestic water system.
- How to determine normal domestic water consumption before introducing IMD water metering.
- Basis for rent adjustments in connection with the introduction of IMD water metering.
- Negotiated agreement, including the handling of annual price changes.
- What information should residents receive before the introduction of IMD water metering?

IMD requirements
Since 1 June 2022, legislation on energy metering in buildings has applied to domestic hot water. The law states that IMD systems must be installed when constructing new multi-unit residential buildings as of 1 June 2022.
It is highly relevant for multi-unit residential buildings to introduce shared electricity, where the association charges each apartment for its actual consumption. This has increased markedly due to the current recession and electricity market.
